2 Application Requirements (出願資格)

Q2-1: What are the requirements for admission?
出願資格について教えてください。

 A2-1：

To apply to a Saitama public high school, the applicant needs to have already graduated from a junior high school or be planning to graduate from a junior high school in March 2024. In addition, the applicants needs to meet one of the following conditions:

• (1) If the applicant wants to apply for a full-time school, they generally need to live in Saitama with their parent(s) or guardian(s).
• (2) If the applicant wants to apply for a part-time school, they need to live or work in Saitama.
• (3) If the applicant wants to apply for a correspondence school, they need to live or work in Saitama.

埼玉県の公立高等学校に出願できるのは令和6年3月に中学校等を卒業する見込みの方もしくはすでに卒業した方で、次のいずれかに該当する方です

• (1) 全日制の課程の場合は、原則として保護者とともに県内に居住している方
• (2) 定時制の課程の場合は、県内に住所又は勤務地を有する方
• (3) 通信制の課程の場合は、県内に住所又は勤務地（在学地）を有する方

Q2-2：I have already graduated from high school. Is it possible for me to re-enter a general education course of study?
すでに高等学校を卒業しています。改めて普通科に入学したいと思いますが、可能ですか。

A2-2：

Those who have already graduated from a general education course of study cannot apply to enter a general education course of study again. Moreover, those who have graduated from a course of study other than general education may not apply to either a general education course of study or the course of study from which they have already graduated.

普通科を卒業した方にあっては普通科に、普通科以外の学科を卒業した方は普通科及び当該卒業に係る学科に、それぞれ出願することはできません。

Q2-3：Due to personal reasons, I stopped attending high school a few years ago. Is it possible for me to enroll in high school again?
事情があって数年前に高等学校を中退しました。改めて他の高等学校に入学できますか。 

A2-3：

The answer will differ for 1) applicants with class credits from high school and 2) those without.

• 1) Applicants with high school class credits
  It may be possible to take a test for Transfer Credit Entry - please consult with your school of preference. Alternatively, you can submit an application for the entrant selection process, the same as 2).
• 2) Applicants with no class credits
  You cannot take a test for Transfer Credit Entry. In this case, you can apply for the entrant selection process if you fulfill the criteria in 2-1.

高等学校での修得単位が、(1)ある場合と(2)ない場合に分けて説明します。

• (1)高等学校での修得単位がある場合 
  編入学試験を受験できる可能性があります。志望する高等学校に相談してください。改めて入学者選抜に出願することもできます。この場合は、(2)と同様です。
• (2)高等学校での修得単位がない場合 
  編入学試験は受験できませんが、Q2-1に該当する場合、入学者選抜には出願することができます。出願資格の詳細については、県立学校人事課（048(830)6735)にお問い合わせください。

Q2-4：When is the Application Approval Request (Shutsugan shōnin shinsei) required?
「出願承認申請」という手続はどういう場合に必要ですか。 

A2-4：

Applicants applying from junior high schools outside Saitama must submit an Application Approval Request.

Applicants currently residing in Saitama and who will graduate from a Saitama junior high school do not need to submit an Application Approval Request. However, while applicants who will graduate from a private junior high school in Saitama do not need to submit an Application Approval Request, they must attach a copy of their certificate of residence (jūminhyō) (issued within the past three months and showing the information for both the applicant and parent/guardian without the Individual Number listed) to the application.

For information regarding how to obtain an Application Approval Request, please see Q3-2. For further details, please contact the Prefectural School Management and Personnel Division at 048(830)6735.

県外の中学校の卒業者（見込みも含む。）が出願する場合などは、「出願承認申請」が必要です。

現住所が埼玉県内にあり、かつ出身中学校が埼玉県内にある場合は「出願承認申請」は必要ありません。ただし、出身中学校が埼玉県内の私立の方は、「出願承認申請」は必要ありませんが、出願の際、入学願書に住民票の写し（全日制の場合は保護者と志願者について記載されたもので、申請日から3カ月以内に発行され、個人番号の記載がないもの。）を添付してください。

Q2-5：If I apply to a Saitama public high school, is it still possible for me to apply to a public high school in another prefecture if the exam date is different?

埼玉県の公立高等学校に出願する場合、受検日が異なれば、他の都道府県の公立高等学校との併願はできますか。

A2-5:

It is not possible to apply to a Saitama public high school and a public high school in another prefecture at the same time (including other non-standard methods of application such as early selection examinations, recommended selection examinations, etc.).

埼玉県の公立高等学校に出願する場合、他の都道府県の公立高等学校との併願（いわゆる「前期選抜（入試）」や「推薦選抜（入試）」など、一般選抜以外との併願を含む。）はできません。

3 Application Forms and Application Process（出願書類・出願の手続）

Q3-1：What documents are required to apply?
出願の際に必要な書類は何ですか。 

A3-1：

The necessary documents are the Application Form (form 5, Nyūgaku gansho), Examination Admission ID Card (form 5-2, Juken-hyō), and school report (Chōsa-sho) prepared by the applicant’s junior high school's principal. In addition, the admissions selection fee (2,200 yen for full-time courses of study, or 950 yen for part-time courses of study) needs to be paid.

For prefectural high schools not accepting online applications, the entrance selection fee (2,200 yen for full-time courses of study, or 950 yen for part-time courses of study) needs to payed via bank transfer and the applicant must submit proof of payment complete with a receipt stamp attached to the back of the application form. In addition, the current address, name, phone number and junior high school name must be filled out on the application form.

For prefectural high schools accepting online applications, please follow the application process guide and complete the payment electronically.

For Saitama municipal high schools, the application fee amount is to be payed to the bank account designated on the application form. Confirm the correct amount has been paid after receiving a receipt or proof of payment. After payment has been completed, upload a picture of the applicant per the application process guide. Please note that while it is not necessary to attach the applicant’s current address, name, phone number and junior high school name to the back of the application form, it should be kept for one’s records.

If applying to a Kawagoe City municipal high school or a Kawaguchi City municipal high school (full-time courses of study), the application fee must be paid via bank transfer and proof of payment, complete with a receipt stamp, must be attached to the back of the application form. Make sure to fill out the applicant’s current address, name, phone number and junior high school name.

When applying to a Kawaguchi City municipal high school (full-time courses of study), please follow the application process guide and complete the payment electronically.

(Tables of graduating class aggregate grades and academic transcripts of all students are sent directly to the school being applied to by your junior high school.)

For those applying from a junior high school outside of Saitama or those applying for the special selection process, other documents than those mentioned above are necessary.

入学願書（様式5）、受検票（様式5-2）及び中学校長が作成した調査書が必要です。これに加え、入学選考手数料（全日制の課程2,200円、定時制の課程950円）の納付が必要です。

電子出願を実施しない県立高校については、入学選考手数料（全日制の課程2,200円、定時制の課程950円）を所定用紙（納付書兼領収書）により指定の金融機関で納付し、受領済印が押印された所定用紙を、「入学願書」の裏面に貼付し提出してください。なお、所定用紙には志願者本人の住所、氏名、電話番号、中学校名を記入してください。

電子出願を実施する県立高校については、出願手続の案内に従って、電子収納により納付してください。

さいたま市立高等学校については、入学選考手数料を所定用紙により指定の金融機関で納付し、受領済印の押印を確認してください。その後、電子出願手続の案内に従って所定用紙の写真撮影をしてアップロードしてください。なお、所定用紙には志願者本人の住所、氏名、電話番号、中学校名を記入し、「入学願書」の裏面には貼付せず、保管しておくようお願いします。

川越市立川越高等学校及び川口市立高等学校（定時制の課程）への志願者は、入学選考手数料を所定用紙により指定の金融機関で納付し、受領済印が押印された所定用紙を、「入学願書」の裏面に貼付し提出してください。なお、所定用紙には志願者本人の住所、氏名、電話番号、中学校名を記入してください。

川口市立高等学校（全日制の課程）への志願者は、電子出願手続の案内に従って電子収納により納付してください。

(学習の記録等学年内評価分布表及び学習の記録等一覧表は中学校から志願先高等学校に直接提出されます。）

県外中学校等から出願する方、特別選抜などを希望する方はこれ以外にも必要な書類があります。

Q3-2：How do I get the necessary forms to apply for admission?
出願の際に必要な書類はどのように手に入るのですか。 

A3-2：

Around November or December, schools will be sent all the necessary application forms. The number of application forms to be sent equals the exact number of 3^rd year junior high school students currently enrolled in all public junior high schools within the prefecture. If you are a junior high school student that is about to graduate, please contact your school.  

If you are NOT a junior high school student, you can download and print the “Guidelines for the Admission Selection Process/Selection Process Outline and Selection Criteria for Each School” from the High School Education Management Division website.

Should any of the following documents be needed:

• Guidelines for the Admission Selection Process/Selection Process Outline
• Admissions Application Form or Examination Admission ID Card (after mid-December)
• Application Approval Request (if required)

A request can be placed to have the High school Education Management Division send the necessary documents to the applicant.

If you would like to request a copy of these forms, please enclose (1) and (2) and submit your request addressed to (3). Please refer to the “Admissions Process Outline and Selection Criteria for Each School” section of the home page.

• (1)A self-addressed postal envelope (large enough for an A4-size booklet) bearing your name, return address and 390 yen postage stamp.
• (2) A note listing the requested documents
• (3) Submit request to〒330-9301 Saitama Prefectural Government, Education Bureau, High School Education Management Division, School Entrant Selection Group (the full address for the Prefectural Office is not necessary)  

県内の公立中学校には、入学願書等、中学3年生在籍数相当分を11～12月頃送付しています。県内の公立中学校を卒業見込の方は、中学校の先生に御相談ください。

それ以外の方は、高校教育指導課のホームページに「入学者選抜実施要項・選抜要領」を掲載しています。様式等はここからダウンロードし、白いコピー用紙などに印刷して使用することができます。

なお、高校教育指導課に御請求いただければ、

• 「入学者選抜実施要項・選抜要領」
• 「入学願書・受検票」（12月より配布開始予定）
• （必要に応じて)「出願承認申請書」

などの書類をお送りします。

御希望の方は、以下の(1)と(2)を同封し、(3)宛てに請求してください。（「各高等学校の選抜基準」についてはホームページを御利用ください。）

• (1)返信先の住所・氏名を記入し、送料390円分（500g以内）の切手を貼った返信用封筒（A4判の冊子が入るもの）
• (2)送付を希望する書類を記載したメモ

Q3-3: Can I give a blank school report form I downloaded from the High School Education Management Division website to my junior high school to fill out for my application?
中学校が調査書を作成する場合、ホームページに掲載されている様式を印刷して使うことができますか。

A3-3:

You can print and use the forms from the “Guidelines for the Admissions Selection Process/Selection Process Outline” on the High School Education Management Division website. If you wish to have the form filled out electronically, please download the excel version.

様式を、高校教育指導課のホームページにある「入学者選抜実施要項・選抜要領」からダウンロードの上、白いコピー用紙などに印刷して使用することができます。なお、電子データ（エクセル：46KB）をダウンロードし、作成することも可能です。

Q3-4：I am thinking of applying during general admissions. Do I need a photo to apply?
一般募集に出願しようと考えています。出願の際に写真が必要ですか。 

A3-4：

For general admissions, a photo is not required. While there is a space on the Examination Admission ID Card for a photo, this is only for applicants for the special admissions process for part-time courses of study.

一般募集では、写真は必要はありません。「定時制の課程における特別募集」の志願者のみ、受検票の所定の欄に写真を貼付します。

Q3-5：Can I submit the Admissions Application Form by post?
入学願書は郵送で提出できますか。 

A3-5：

As a rule, for the 2024 Entrance Exams, applications for prefectural public high schools will be collected and submitted in bulk by junior high schools.

令和6年度入試において、県公立高校における出願は、原則、中学校がまとめて郵送による出願とします。

Q3-6：I made a mistake on my Admissions Application Form. Do I need to begin a new one?

入学願書を書き損じてしまいました。新しいものに書き直さなければなりませんか。  

A3-6：

Mistakes can be crossed out with two horizontal lines. Should the applicant wish to start over, a new school admissions application form can be downloaded and printed from the “Guidelines for the Admissions Selection Process/Selection Process Outline” on the High School Education Management Division website.

間違えて記入してしまったところを二重線で訂正してください。また、新しいものに書き直したい場合は、高校教育指導課のホームページにある「入学者選抜実施要項・選抜要領」から入学願書の様式をダウンロードの上、白いコピー用紙などに印刷して使用することができます。

Q3-7: My father is away from home due to work. Which parent’s name should I write on the forms?
父親が単身赴任中です。出願書類の保護者欄は父母のどちらの名前を書けばよいですか。

A3-7:

There are no rules regarding this. Put down the name of the parent most suited to the family’s circumstances.

特に定めはありません。家庭の状況等に応じて父又は母のいずれかの名前を御記入ください。

Q3-8：Is it possible to select a second course of study preference on the Admissions Application Form?
入学願書に第2志望の学科を記入することができますか。

A3-8：

There are some high schools that allow for a second course of study preference to be selected on the Admissions Application Form. When selecting a second course of study preference at a high school accepting such applications, please draw a circle in the box next to ”あり”. Then, write the name of the course of study in the space marked "第2志望に関する申告欄" (Declaration of Second Course of Study Preference) on the school admissions application form. If you do not wish to enter a second course of study preference, please draw a circle in the box next to "なし". When applying for a second course of study preference at a high school accepting such applications, please refer to the “Guidelines for the Admissions Selection Process/Selection Process Outline” Tables 4 and 5.

第2志望の学科等を認めている高等学校で、他の学科を第2志望とする場合は、入学願書の「第2志望に関する申告欄」の「あり」に○をつけ、学科名等を記入してください。志望しないときは、その欄の「なし」に○をつけてください。第2志望の学科等を認めている高等学校は「入学者選抜実施要項・選抜要領」の別表4、別表5を御覧ください。

Q3-9：If I select a second preferred course of study, am I able to get accepted into another course of study if I am not accepted into my first or second choice?
入学願書に第2志望の学科を記入した場合、第1志望でも第2志望でもない学科に合格することはありますか。

A3-9：

You will not become an approved candidate for enrollment into a course of study that you have not selected as a preference.

志望しなかった学科の入学許可候補者になることはありません。

Q3-10: What should I do with the school report I got from my junior high school?
中学校から交付された「調査書」はどのように扱えばいいですか。

A3-10：

The school report must be submitted at the time of application together with the Admissions Application Form (form 5, Nyūgaku gansho) and Examination Admission ID Card (form 5-2, Juken-hyō) to the high school being applied to. For entrance exams during the 2024 academic year, applications for prefectural public senior high schools will, as a rule, be collected and submitted in bulk by junior high schools, so please direct inquiries regarding applications to the applicant’s junior high school.

志願者本人が中学校長から交付された調査書を、出願時に入学願書・受検票とともに志願先高等学校に同時に提出します。令和6年度入試では、原則中学校が取りまとめて郵送で出願しますので、出願の書類の扱いについては中学校に御確認ください。

Q3-11：I graduate from junior high school 10 years ago. I plan on taking the high school entrance exam, but I was told that my junior high school is unable to provide me with a school report. What should I do?

中学校を卒業して10年経ちました。これから公立高等学校を受検しようと思いますが、中学校から調査書を交付することができないと言われました。どうすればいいですか。

A3-11：

For applicants who have graduated from junior high school five or more years ago, please submit your Certificate of Graduation in place of the school report.

中学校卒業後5年を経過した方は、調査書の代わりに中学校の卒業証明書を提出してください。

Q3-12: Where do I submit the "Tables of Graduating Class Aggregate Grades" and the "Table of Students' Academic Transcripts" listed on the Entrance Guidelines?
実施要項にある「学習の記録等学年内評価分布表」と「学習の記録等一覧表」は、どこに提出するのですか。

A3-12:

The applicant’s junior high school prepares the above documents, so please send one copy to the school being applied to, and one copy to the High School Education Management Division.

中学校が作成し、中学校から志願先の高等学校に1通、高校教育指導課に1通提出します。

Q3-13: Can junior high schools ask students to submit the "Tables of Graduating Class Aggregate Grades" and the "Tables of Students' Academic Transcripts"?

「学習の記録等学年内評価分布表」と「学習の記録等一覧表」については、中学校が志願者に預けて志願先高等学校に提出するよう指示してもよいですか。

A3-13:

No. To prevent loss and other accidents, the above documents must be sent directly by the junior high school. If the applicant goes to a junior high school OUTSIDE Saitama Prefecture (including schools overseas, but excluding schools in special agreement areas, e.g. in some areas of Gunma, Tochigi, Ibaraki, Chiba), the above forms do not need to be submitted.

紛失等の事故を防ぐため、中学校から直接志願先高等学校に提出してください。なお、隣接県の隣接学区からの出願を除く県外中学校（海外を含む。）からの受検の場合、「学習の記録等学年内評価分布表」及び「学習の記録等一覧表」の提出は不要です。

Q3-14:I have already graduated from junior high school and obtaining the "Tables of Graduating Class Aggregate Grades" and the "Tables of Students' Academic Transcripts" forms from my junior high school is a bit difficult. Do I have to submit them?

すでに中学校を卒業しています。この場合、出願に際して「学習の記録等学年内評価分布表」と「学習の記録一覧表」を中学校に作成してもらうことが困難です。提出は必要ですか。

A3-14:

If the applicant has already graduated from junior high school, the aforementioned forms do not need to be submitted.

すでに中学校を卒業している場合は、提出の必要はありません。

Q3-15：My school report is to be turned in along with the other admissions forms at the time of application, but if I change the school I'm applying to, is it possible to have the school report returned to me?

調査書は入学願書と一緒に出願時に提出することになっていますが、志願先変更の際には、調査書は返却してもらえますか。

A3-15:

Submitted school reports cannot be returned. In the event that the applicant decides to apply to a different school instead, a new school report from the applicant’s junior high school's principal must be obtained and submitted along with the applicant’s school admissions application and Examination Admission ID Card to the new high school.

提出された調査書はお返ししません。志願先変更をする場合は、中学校長から改めて調査書の交付を受けて、変更後の高等学校に入学願書・受検票と併せて提出してください。

Q3-16：I lost my Examination Admission ID Card. Can I have it reissued?

受検票をなくしてしまいました。再交付をお願いすることはできますか。

A3-16:

The high school the applicant is applying to will issue a new Examination Admission ID Card. Please have the applicant’s junior high school contact the high school that the applicant is applying to.

志願先高等学校にて再交付します。出身中学校を通じて志願先高等学校に御相談ください。

Q3-17：I applied to a public high school, but was accepted to a private high school and have decided to withdraw my application. How should I go about cancelling my application? Is it possible to have my application documents returned to me?

公立高校に出願しましたが、私立高校に合格したので公立高校の志願を取り消すことにしました。志願取消の手続きはどのようにしたらよいですか。また、提出した書類は返却してもらえますか。  

A3-17：

If an applicant would like to cancel their application to a public high school, they must contact their junior high school immedia電話y and submit a Cancellation of Application Form (Shigan torikeshi todoke (Form 10)) via their school's principal. In the event that there are only a few days left until the announcement of accepted candidates for enrollment at the public high school, we ask that the candidate submit the form as soon as possible. With the exception of specially designated items, submitted items cannot be returned.

4 Admissions Selection Fee（入学選考手数料）

Q4-1：How should I pay the Admissions Selection Fee?

入学選考手数料はどのようにして納付すればいいですか？  

A4-1：

If applying to a prefectural high school that has implemented an online portion of the application or Kawaguchi Municipal High School, follow the instructions on the guide and make the payment online.
If applying to a Saitama prefectural high school that has not implemented an online portion of the application or to Kawaguchi Municipal High School (part-time courses), the fee must be payed via bank transfer and the applicant must submit proof of payment complete with a receipt stamp attached to the back of the application form.
If applying to a Saitama City municipal high school, the application fee amount is to be payed to the bank account designated on the Instruction Form (所定用紙). Confirm the correct amount has been paid after receiving a receipt or proof of payment. After payment has been completed, upload a picture of the document per the application process guide.

電子出願を実施する県立高校、川口市立高校（全日制）に出願する場合には、出願手続の案内に従って、電子収納により納付してください。

For entrance exams to prefectural high schools, the Instruction Form will be sent along with the Application Form to all junior high schools in Saitama. For applicants who do not attend a junior high school in Saitama, necessary documents can be picked up from the high school being applied to. Please consult with the high school of choice.

In regards to entrance exams for municipal high schools, please consult with the appropriate Educational Committee or with the junior high school’s teacher.

In the following cases it is possible to apply for a full-time course of study after the Application Approval Request is approved. The applicant must live with a parent or guardian in all of the following cases.

• (1) When the applicant's family will move to an address within Saitama by March 31, 20234
• (2) When the applicant currently resides in Saitama but is attending a junior high school outside Saitama.
• (3) When the applicant graduated from a junior high school outside Saitama in a previous school year but currently resides within Saitama.
• (4) When the applicant has some other valid, approved reason.

The School Admissions Application Form will be given to the applicant by the high school they're applying to after their Application Approval Request is approved. The application form is the same as the school admissions application form for prefectural high schools. You may also request these forms from the High School Education Management Division. 入学願書は出願承認申請の手続の後、志願先高等学校から交付されます。入学願書は県立高等学校と同じものです。県教育局高校教育指導課に御請求いただいても結構です。

Q6-5：Is it necessary to submit an Application Approval Request when applying from a private junior high school?
私立の中学校から出願する場合、「出願承認申請」という手続は必要ですか。

A6-5：

Anyone applying from junior high schools outside Saitama must submit an Application Approval Request even if they reside within Saitama.

Those with a current address inside Saitama and who have graduated from a junior high school in Saitama do not need to submit a Request for Approval to Apply Form. However, while those who graduated from a private junior high school in Saitama do not need to submit a Request for Approval to Apply Form, please attach a copy of your Certificate of Residence (must include information of both the applicant and the applicant's guardian, have been issued within 3 months of the application, and not contain the applicant's personal number) to your school admission application when applying.

The following applicants must submit an Application Approval Request form.

• (1) Applicants with a current address outside Saitama, but who plan to move to Saitama by March 31st of the year when the entrance exam is to be taken (in this case even applicants who have graduated from a junior high school in Saitama must submit an Application Approval Request form).
• (2) Applicants who graduated from a junior high school outside Saitama, whether public or private. (In this case even those with a current address in Saitama must submit an Application Approval Request form).

• Please look at Q6-3 for details about obtaining the necessary documents.

現住所が埼玉県内にあっても、埼玉県外にある国公私立中学校等から出願する方などは、「出願承認申請」が必要です。

When choosing which school to apply to, you need to consider many elements cumulatively such as your career, the features of the school, the distance from your home and so on. Be sure to discuss this thoroughly with your junior high school teacher.

Furthermore, high schools hold information sessions for prospective students, so please be proactive and take the chance to learn more about the schools you're interested in.

The list of school information sessions is posted on the Saitama Prefectural General Education Center's website under Entrance Examination Information.

志願先高等学校を決める際には、将来の進路希望やそれぞれの高等学校の特色、また、通学距離や通学時間なども含め、総合的に考えることが大切です。中学校の先生などと十分に相談してください。

Qualifications Certification is needed when you apply from an overseas Japanese school.

The dates and times to apply for the Qualifications Certification and reception hours are as follows:

• From Friday, December 1^st, 2023 to Thursday, February 8^th, 2024 (However, applications will not be accepted on Saturdays, Sundays, holidays, and from Friday, December 29^th, 2023 to Wednesday, January 3rd, 2024.
• Reception hours are from 9 AM to noon and from 1 PM to 4時30分 PM. If possible, please obtain the Qualifications Certification by Wednesday, February 7^th, 2024.
• For inquiries regarding Qualifications Certification, please contact the Prefectural School Management and Personnel Division at 048(830)6735.

Should an applicant want to apply to a full-time course of study at a prefectural public high school, the process will be as follows:

If you apply to a part-time or correspondence prefectural high school, the certification will be issued at the school you are applying to. If you apply to a municipal public school, the certification will be issued at the Board of Education which manages the school you are applying to.

8 Change of Application （志願先変更）

Q8-1: How can I change my application?
志願先変更はどのように行うのですか。

A8-1:

Applicants who want to change their applications have to submit a Change of Application Request (Shigan-saki henkō negai) and their Examination Admission ID Card to the principal of the high school they applied to via their junior high school. After receiving the Change of Application Approval (Shigan-saki henkō shōmei-sho) from the high school initially applied to, an applicant may then apply to a different school. The application procedure must be completed from the beginning. Changes to applications via post are not accepted.

Q8-2：What are the documents needed to make a change of application?
志願先変更をする際に必要な書類は何ですか。 

A8-2：

(1)Items to be submitted to the high school initially applied for:Examination Admission ID Card issued by the principal of the high school initially applied to, Change of Application Request (Shigan-saki henkō negai) (verification by junior high school principal needed).

(2) Items to be submitted to the new high school newly being applied to:
School Admission Application Form (form 5, Nyūgaku gansho), Examination Admission ID Card (form 5-2), school report (Chōsa-sho) prepared by the applicant's junior high school's principal, and Change of Application Approval (Shigan-saki henkō shōmei-sho) issued by the high school initially applied to.
School Admission Applications, Change of Application Request and other forms can be downloaded and printed out from the Guidelines for the Admissions Selection Process/Selection Process Outline on the High School Education Management Division website.

(1)先に志願していた高等学校に提出するもの

Q8-3：Can I get my documents back from the school I initially applied to? I need them to apply to a different school.
調査書は入学願書と一緒に出願時に提出することになっていますが、志願先変更の際には、返却してもらえますか。

A8-3：

No. The applicant's junior high school must reissue another school report and submit it to the new school along with the School Admission Application Form (form 5, Nyūgaku gansho) and the applicant's Examination Admission ID Card (form 5-2).

提出された調査書はお返しできません。志願先変更をする場合は、中学校長から改めて調査書の交付を受けて、変更後の高等学校に志願先変更証明書・入学願書・受検票と併せて提出してください。

Q8-5：I submitted a School Admission Application to a part-time course of study at a public high school, but I want to change to a full-time course of study. Is this possible?
県立の定時制の高等学校に入学願書を提出しましたが、県立の全日制の高等学校に志願先を変更したいと思います。可能ですか。

A8-5：

If you have met the application qualifications necessary for the full-time course of study, this is possible.
However, when changing from a part-time course of study to a full-time course of study, please attach a Saitama Prefecture Proof of Payment Stamp (Saitama-ken shūnyū shōshi) for the deficit amount of the application fee (1,250 yen for the 2024 school year) to the School Admission Application Form. When changing from a full-time course of study to a part-time course of study, there is no need to attach a new stamp, but the difference in application fees will not be refunded.

全日制の課程への出願資格を満たしていれば、可能です。

ただし、定時制の課程から全日制の課程へ志願先変更をする場合は、不足分の入学選考手数料の額（令和6年度入学者選抜では1,250円）を振込または電子収納で納付する必要があります。全日制から定時制への志願先変更の場合、新たに納付する必要はありませんが、入学選考手数料の差額分はお返ししません。

Q8-6：I have already requested a Change of Application once. Is it possible to make another?
すでに一度志願先を変更しました。志願先変更期間内に再度変更したいのですが、できますか。

A8-6：

No. A Change of Application can be made only once within the change of application period. Changes to the course of study being applied to within the same high school and changes of second choice are treated the same way as an application and are only accepted once within the change of application period.

志願先変更は1回限りです。同じ高等学校の学科間の変更や第2志望の学科だけを変更する場合も、志願先変更期間内に1回に限り変更することができます。

Q8-7：I want to change my application from a prefectural high school to a municipal high school. Do I have to pay the Selection Process Fee again?
県立高校から市立高校へ志願先を変更したいのですが、入学選考手数料は改めて納付する必要はありますか。

A8-7：

When making an application change from a prefectural high school to a municipal high school, please pay the Selection Process fee again to the municipal high school being applied to. For further details, please check the application guidelines for the municipal high school you are applying to.
When making an application change from a municipal high school to a prefectural high school, please pay the Selection Process fee (2,200 yen for full-time, 950 yen for part-time schools for the 2024 school year admissions selection).
Please keep in mind that once paid, Selection Process fees cannot be refunded.

県立高等学校から市立高等学校へ志願先変更をする場合は、入学選考手数料は改めて志願先の市立高等学校へ納付してください。詳細は、各市立高等学校の募集要項を確認してください。

また、市立高等学校から県立高等学校へ志願先変更をする場合は、改めて入学選考手数料分(令和6年度入学者選抜では全日制2,200円、定時制950円）の納付が必要です。
なお、一度納付した入学選考手数料はお返しできませんので、御承知おきください。

Q8-8: I have been issued a Change of Application Approval (Shigan-saki henkō shōmei-sho). However, I changed my mind and want to apply again to the school which I originally applied to. Is this possible?
志願先変更をしようと思って、志願先変更期間の1日目に志願先変更証明書の交付を受けました。しかし、考え直し志願先変更をせず元の志願先高等学校に戻りたいと思っています。可能でしょうか。

A8-8:

No. After you receive the Change of Application Approval, you cannot cancel your change of application.  Please continue the entrance procedures at the new high school.

先に志願していた高等学校に志願先変更願を提出し、志願先変更証明書を交付された時点で、志願先変更を取り消すことはできません。予定していた変更先高等学校で手続を行ってください。

 9 Entrance Exam (Gakuryoku kensa) & Make-up Exam（学力検査・追検査）

Q9-1：What is the maximum score achievable on the Entrance Exam for general admissions?
一般募集の学力検査は何点満点ですか。 

A9-1：

The base maximum score is 500 points, 100 for each subject (Japanese, Social Studies, Math, Science and English). Some schools conduct weighted scoring.

各教科100点、5教科（国語、社会、数学、理科、英語）で500点満点です。なお、傾斜配点を実施する学科等もあります。

Q9-2: What kind of questions are on the Entrance Exam?
学力検査では、どのような問題が出題されるのですか。

A9-2：

The Entrance Exam is made based on the Course of Study for junior high schools. Along with questions testing applicants' fundamental knowledge and abilities, the exam also features questions testing applicants' thinking, judgement, and expressive abilities. To ensure that the exam can accura電話y reflect applicants' abilities, special attention is paid to the number and content of exam questions and questions requiring written answers as well. As such, questions asking applicants to explain their thought process or the reasons for their conclusions are also included.
 

Furthermore, the "Basic Guidelines for Problems in the Entrance Exam for the 2024 Saitama Prefectural High School Admissions Selection Process" and "Tested Content & Subjects in the Entrance Exam for the Saitama Prefectural High School Admissions Selection Process" are posted online on the Saitama Prefectural Education Center's website, so please refer to these documents for further detail.

学力検査問題は、中学校学習指導要領に基づいて出題します。基礎的な知識及び技能をみる問題とともに、知識・技能を活用して課題を解決するために必要な思考力、判断力、表現力等の能力をみる問題の出題にも配慮します。また、受検者の学力を十分に把握できるように、出題の内容、出題数に配慮するとともに、記述による解答を求めるよう配慮します。したがって、受検者が「どのように考えたか」、「そのように考えた理由は何か」などを記述する問題も出題します。

 The “Advanced Exam Problems” are offered according to the school's judgement. All of the schools listed offer these problems for both English and Math. The 22 high schools using “Advanced Exams Problems” for the 2024 school year are as follows.

Urawa (Full-time), Urawa Daiichi Joshi (Full-time), Urawa Nishi, Omiya, Kasukabe (Full-time), Kawaguchi Kita, Kawagoe, Kawagoe Joshi, Kawagoe Minami, Kumagaya (Full-time), Kumagaya Joshi, Kumagaya Nishi, Koshigaya (Full-time), Koshigaya Kita, Tokorozawa (Full-time), Tokorozawa Kita, Fudooka, Wako Kokusai, Warabi, Saitama Municipal Urawa, Saitama Municipal Omiya Kita, and Kawaguchi Municipal High School (Full-time).

Q9-9：I was unable to take the Entrance Exam due to illness. Can I take the examination at a different date?

病気で学力検査を受検することができませんでした。改めて別の日に再試験を実施してもらえますか。

A9-9:

In the event that an applicant is unable to take the Entrance Exam as well as the Interview/Practical Skills Exam due to situations outside of their control, such as coming down with the flu, etc., the applicant can take the Make-up Exam on Monday, March 4^th, 2024. If it seems unlikely that the applicant will recover in time and will be unable to take the Make-up Exam as well, the admissions selection process will be conducted at each school to ensure that such applicants are not disadvantaged.

インフルエンザ罹患をはじめとするやむを得ない事情により、学力検査及び実技検査・面接をすべて欠席した志願者は令和6年3月4日（月曜日）に追検査を受検することができます。体調等の回復が見込めなく、追検査を受検せず欠席した場合は、不利にならないように配慮して各高等学校で選抜を行います。

In the event that an applicant is unable to take either the Entrance Exam or the Interview/ Practical Skills Exam due to “situations outside of one’s control” such as coming down with the flu, etc., they can take the Make-up Exam on Monday, March 4^th, 2024. Please not that "situations outside of one’s control" refers to cases when the applicant cannot take the Entrance Exam due to the flu or other infectious illnesses and the applicant's junior high school principal deems the applicant eligible for the Make-Up Exam. Please consult with your junior high school teacher for details regarding this procedure.

インフルエンザ罹患をはじめとするやむを得ない事情により、学力検査及び実技検査・面接をすべて欠席した志願者は令和6年3月4日（月曜日）に追検査を受検することができます。「やむを得ない事情」とは、志願者がインフルエンザ等の罹患やその他感染症などにより学力検査を受検できなかった事情を踏まえ、中学校長が追検査に該当すると判断した場合を指します。手続きは、中学校の先生に相談してください。

Q9-12：What are the contents of the Make-up Exam?

追検査の内容はどのようなものですか。

The Make-up Exam is the same format as the main exam and features 5 subjects (Japanese, Math, Social Studies, Science and English) with 100 points total for each. All of these subjects are tested on the same day. However, there are no interviews or practical skill examinations in the Make-up Exam.

※In the case of truant students, returnee students, students taking the special foreigner selection process, and students taking the special selection process for part-time high schools, interviews will be conducted for the Make-up Exam as well.

本検査と同様に、各教科100点、5教科（国語・数学・社会・理科・英語）で500点満点の検査を、同日程で行います。ただし、追検査においては、実技検査・面接検査は行いません。

※不登校の生徒などを対象とした選抜、帰国生徒特別選抜、外国人特別選抜、定時制の課程における特別募集では、追検査でも面接を行います。

10Materials/Data Considered in the Selection Process (Treatment of School Reports, etc.)（選抜の資料（調査書の扱いなど）、方法）

Q10-1：How will schools decide successful candidates for the 2024 school year?

令和6年度入試では、各高等学校はどのように合格者を決定するのですか。

A10-1：

For the 2024 school year admissions selection process, schools will select successful candidates based on the total number of points earned from the applicants' Entrance Exam, the school report score (as decided by each school), and Practical Skills Exam and/or Interview scores.
 

In the process of consideration, each school decides the ratio of the results of the Entrance Exam and the school report score (the ratio at which scores for each of these will be weighted) within the range of 4時06分 to 6時04分 at the first stage and within the range of 3時07分 to 7時03分 for the second stage.                                

This means that the school can change the importance each criterion holds in the admissions process if it falls within the school policy.
 

Each school's standards for the 2024 school year admissions selection process can be found at the following page: "Selection Criteria for Each School for the 2024 School Year."

令和6年度入学者選抜では、「学力検査の得点」に、各高等学校で定める配点による「調査書の得点」及び「実技検査等の得点」（実施する場合）を加えた合計得点で選抜します。

その際、各高等学校では、「学力検査」と「調査書」の配点の比が、第1次選抜では4対6から6対4の範囲の値に、第2次選抜では3対7から7対3の範囲の値になるようにします。

したがって、各高等学校の考えによって、資料の扱いに重みを付けることができるようになっています。各高等学校は「令和6年度入学者選抜における各高等学校の選抜基準」において選抜に用いる各資料の扱いを定めています。

Q10-2：What kinds of materials/data are taken into consideration during the selection process?
選抜の資料には、どのようなものがあるのですか。

The results of the Entrance Exam, the school report score, and Practical Skills Exam and/or Interview scores are all considered. Additionally, when the Request Regarding Measures Necessitating Special Consideration of the Entrance Exam form (Gakuryoku kensa tō no sai hairyo wo yō suru sochi ni tsuite no negai) is submitted, this is considered as well. In some cases, school commute distance/school commute time is also considered in the third selection.

学力検査の得点、調査書の得点、実技検査や面接の得点が資料です。また、「学力検査等の際配慮を要する措置についての願」が提出された場合には資料とします。第3次選抜では通学距離・通学時間を資料とする場合もあります。

Rather than placing special emphasis on the Entrance Exam, this system is in place to ensure that applicants can continue to be evaluated on their merits from a variety of angles.
The goal in having all applicants take the Entrance Exam is to have applicants make the most of their classes in junior high school, work hard with their studies and to properly evaluate these efforts in the admissions selection process.

学力検査を重視するということではなく、これまでどおり志願者の良い面を様々な角度から評価できるようにしています。

志願者全員に学力検査を実施するのは、中学校での普段の授業を大切にして、しっかり勉強してもらい、その成果を入学者選抜できちんと評価できるようにするためです。

Q10-4：Specifically what information is released when the Selection Criteria are published?
「選抜基準を公表する」とのことですが、何を公表するのですか。

A10-4：

Specifically, this refers to how each school handles applicants' Entrance Exam scores, school reports and the results of their practical skills exams and so forth. For example, the maximum number of points that each school awards to applicants based on the record of their special activities in their school report is made public.
 

The rules by which each school handles application materials are posted on the following page: "The Selection Criteria for Each School for the 2024 School Year."

具体的には、各高等学校が学力検査、調査書、実技検査等の結果を選抜の際、どのように扱うかということです。例えば、調査書の特別活動等の記録を何点満点で評価するかなどについて、公表します。

There are some schools that conduct interviews and some that don't. A list of the schools that conduct interviews is available in Table 3 of the "Guidelines for the Admissions Selection Process/Selection Process Outline" on the High School Education Management Division's website.

Q10-6：How is the Practical Skills Exam conducted?
実技検査とはどのようなことを行うのですか。

The practical skills exam is conducted for fine-arts and physical education courses of study. For example, this includes the performance of vocal and instrumental music for the music course, and gymnastics/ball sports/martial arts for the physical education course. For further details regarding the content of the practical skills exam, please see Chapter 4 of the "Guidelines for the Admissions Selection Process/Selection Process Outline" on the High School Education Management Division website.

Q10-7：What determines how many points are assigned to the contents of the School Report?

Each high school sets the criteria for evaluating and assigning a point value to the Transcript, Special Activities and other evaluation materials.

「学習の記録」、「特別活動等の記録」や、その他の項目について、各高等学校で基準を定め、点数化して評価します。

Q10-8：What determines how many points are assigned to the Transcript in the School Report?
調査書の「学習の記録」はどのように点数化するのですか。

A10-8：

The total of the record of grades on the school report for the students' first, second and third years of junior high school multiplied by the ratio of the first, second and third years of junior high school set by each high school will be used as "the total of the Transcript." Each high school sets the ratio of the student's grades in their first, second and third years in junior high school by evaluating the Transcript. Thus, in the case of a [1 to 1 to 1] ratio, the maximum possible score is 135, and in the case a [2 to 2 to 3] ratio, the maximum possible score is 315.
 

In addition to this, each school sets its own criteria for evaluating and assigning a point value to the Special Activities and Other Evaluation Materials.

調査書の「各教科学習の記録の各学年別合計」に、各高等学校が定める中学校1年～3年の比率をかけて合計したものを「学習の記録の得点」としています。「学習の記録」は、9教科それぞれ5段階評価ですので、各学年45点満点です。高等学校では、学習の記録の扱いとして「1年、2年、3年」の比を定めます。したがって、例えば「1対1対1」の場合は135点、「2対2対3」の場合は315点が満点です。

このほかに「特別活動等の記録」や、その他の項目についても各高等学校で基準を定め、点数化して評価します。

Q10-15: In the "Selection Criteria for Each High School for the 2024 School Year," some schools mentions that they will select students at the third selection stage who were at a set rank in total points in the first selection stage, based on the point value of their Special Activities. What does this mean?
「各高等学校の選抜基準」を読むと、第3次選抜で、「第1次選抜における合計得点の一定の順位の者を対象に特別活動等の記録の得点で選抜する」としている高校がありますが、どのような意味ですか。

At the first phase of the third stage of selection, a school can select students by their rank in the first stage or the second stage of selection.
 

If a school says it select students from "among those who achieved a certain rank based on total points at the first stage," it means that a school can use the total points from the first stage of selection in order to select students at the first phase of the third stage of selection. If a school says it selects students from "among those who achieved a certain rank based on total points in the second stage of selection," it means that a school uses the total points of the second stage of selection in order to select students at the first phase of the third stage of selection.
 

If there are no phrases like these listed in the school's selection criteria, this means that the school will not preemptively select students at the first phase of the third stage of selection.

第3次選抜では、選抜の対象を第1次選抜または第2次選抜における一定の順位までの者に絞ることができることとしています。

Q10-16: During the 3^rd round of the selection process, distance from school and commute time is taken into account. Does that mean that students applying from areas further away are at a disadvantage?

Until the 2009 school year, there was a special selection for those who were living near a school in order to encourage schools to be more involved in their local communities. In the 2024 school year selection, a school can use distance and time from school to home as a factor for selection at the third stage of selection by the decision of the principal in order to encourage school involvement in the local community.
 

If a school uses distance and time from school to home as selection material, the school must say so in the "Selection Criteria for Each High School for the 2024 School Year."

Applicants need to meet the same application requirements as the general selection process and those who meet the following conditions for (1) or (2) can apply.

Keep in mind that as a general rule, “less than two years in Japan after returning” and “less than three years in Japan after returning” imply that two or three years would not have passed from the day the applicant returned as of February 1^st, 2024.

The Entrance Exam for returnee students consists of Japanese, Math and English. The exam is the same exam as the general selections and is conducted in the same time schedule as the general selection. There is no weighted scoring. In addition, individual interviews will be held in Japanese, as well as a Practical Skills Exam if a school/course requires it.

国語、数学及び英語の学力検査を実施します。学力検査は、一般募集と同一時刻に、同一問題で行います。学力検査の傾斜配点は実施しません。

また、個人面接を行います。実技検査がある学科については、実技検査も実施します。

Q12-4: What documents do I have to submit in order to apply for the Special Selection for Returnee Students?
帰国生徒特別選抜に出願するときに必要な書類を教えてください。

A12-4:

you want to apply for the special selection, you write "○" in the space marked "Special Selection for Returnee Students" on the School Admissions Application Form. Next, you need to get your junior high school principal's seal at the appropriate place on the School Entrance Application Form to certify that you can apply to the Special Selection Process for Returnee Students.
 

In addition, you also have to submit a form explaining the details of your stay abroad to the school that you want to apply to. This form will be filled out by your parent/ guardian.

This year, as a rule, applications will need to be submitted via post, so please include all necessary documents with your application.

When applying for the Special Selection for Returnee Students after graduating from an overseas junior high school, it is first necessary to confirm whether the applicant is eligible to apply to a public high school in Saitama prefecture. Please go to the High School Management and Personnel Division (048(830)6735) to apply for a Certification of Eligibility. For information on the procedures, please see Q7-1.

After receiving the Certification of Eligibility, the applicant's eligibility to take the Special Selection for Returnee Students needs to be verified. Verification procedures are conducted at the High School Education Management Division (048(830)6766).

Anyone that has graduated from a junior high school abroad and wishes to apply to the Special Selection Process for Non-Japanese Students must first verify that they meet the criteria to apply. This certification qualifies the applicant to take the entrance exam at public high schools in Saitama. Please consult Q7-1 for more details about this procedure.

After the Qualified to Apply certification is finished, the Qualified for Special Selection certification is conducted at the High School Education Management Division (048-830-6766). This certification qualifies the applicant to apply in the Special Selection Process for Non-Japanese Students.

A13-10：

The questions on the Entrance Exam in the Special Selection Process for Non-Japanese Students (Math/English) are the same as the questions on the general Entrance Exam. It has been decided to add furigana guides showing the readings of kanji characters to exam questions within the scope of necessity. Questions from exams of the past 3 years are posted in the Entrance Exam Information section of the Saitama Prefectural Education Center’s website.

14 Special Selection for Students with Long-Term Absence（不登校の生徒などを対象とした特別な選抜）

Q14-1: How does the Special Selection for Students with Long-Term Absences work?
「不登校の生徒などを対象とした特別な選抜」はどのように実施されますか。

A14-1:

The special selection will be, in principle, conducted in the general selection of all of high schools, full-time and part-time.

• Only potential graduates who are deemed eligible for the special selection by their junior high school principal can apply to the selection. Those who have already graduated from junior high school are not eligible.
• Those who want to apply to the special selection need to write a "○" in the application form box next to the statement of special selections and submit a written self-report with the application form.

This year, as a rule, applications will need to be submitted via post, so please include all necessary documents with your application. 

• In the special selection process, an individual interview will be held.
• At the first selection stage, those who submit a self-report with their application form will be selected by different criteria. The applicant will be judged based on their total score of their Entrance Exam, school reports (excluding total score of grades and attendance rate), other materials for selection and their self-report.

原則として、一般募集において、全日制及び定時制のすべての高等学校で実施します。

• 対象…卒業見込みの者（すでに中学校を卒業された方は対象となりません。）で、在学中学校長が、不登校の生徒などを対象とした特別な選抜による出願に該当すると認めた者。
• 必要書類…入学願書の「特別選抜に関する申告欄」の「不登校の生徒などを対象とした特別な選抜」に○印をつけるとともに、自己申告書を、入学願書に添付してください。

原則、郵送による出願としていますので、全ての書類を同封して提出ください。

• 面接…個人面接を実施します。

• 選抜…第1次選抜において、「自己申告書」を提出した者を対象に、調査書の学習の記録及び出欠の記録の得点を用いず、学力検査の得点の合計、調査書の学習の記録及び出欠の記録以外の得点、その他の資料の得点及び自己申告書の内容を資料とする特別な選抜を行います。

A Special Admissions Process for Part-Time (“teiji-sei”) Courses of Study, which is a special admissions process for persons aged 19 and older, is conducted. The materials considered in the selection process include the results of an essay and an interview etc.

Q15-2：What is the Special Admissions Process for Part-Time (“teiji-sei”) Courses of Study?
「定時制の課程における特別募集」の概要を教えてください。

A15-2：

For every part-time course of study, the special admissions process is conducted along with the general admissions. Applicants need to meet the same application requirements as general admissions and applicants must be nineteen years of age or older as of March 31, 2024.
 

A 4x3cm photo is to be attached to the school entrance application before submitting it.
 

In the Special Admissions Process for Part-Time Courses of Study, the Entrance Exam is not conducted. Instead, individual interviews and an essay are administered.

すべての定時制課程において、一般募集にあわせて実施します。出願資格は、一般募集の出願資格を満たしたうえで、令和6年3月31日現在、19歳以上の方です。

出願の際、受検票に写真（4×3センチ）を貼って提出します。

定時制の課程における特別募集では、学力検査は行わず、作文と個人面接を行います。

16 Simple Application Procedure for Disclosure of Entrance Exam Scores（学力検査の得点の閲覧）

Q16-1：I have heard that I can have my Entrance Exam scores shown to me. How do I do this?

 学力検査の得点を見せてもらえると聞きました。どのようにすればよいですか。

A16-1：

Entrance Exam Scores are obtainable via the simple application procedure for disclosure (kan'i kaiji). Please request your scores within the established period from the school where you took the exam.
 

You will need your Examination Admission ID Card and other documents proving your identity (identification such as your student ID handbook or your health insurance card, etc.).

学力検査の得点は、いわゆる「簡易開示」の対象です。定められた期間内に受検した高等学校に請求してください。

その際、受検票と本人であることを証明する書類（生徒手帳などの身分証明書または健康保険証等）が必要です。

As proof of identity is needed, we cannot give out scores over the phone. Please request your scores under the simple application procedure for disclosure from the school where you took the exam within the period for requests.
